DIGETE is in charge of integrating information technology and communications for the educational process. It does it according to international standards, pedagogic and educational policies. It is under the Vice minister of Pedagogic Management.
Situation prior to the implementation of the Business Intelligence project
Part of DIGETE’s duties in MINEDU are managing information for the Minister and deploying educational technology in public schools. Its beginnings are based on the HUASCARAN Project, that dealt with deploying Internet in Public schools on rural areas. Before this BI Project DIGETE did not have an Information Management System, therefore decision making and knowledge management were not as efficient. As a result, there was no information that allowed decision making based in facts, we did not have feedback from our internal customers: we did not have a clear understanding of the maintenance situation of the satellite network, we did not know if the equipment that we installed was the appropriate one, there was no information related to internal customer satisfaction, etc. Basically, we were sitting on a ton of data but working blind, our efforts were based on the good will and experience of the previous Directors of the DIGETE office, without a specific information policy.
What were the main challenges you faced in the implementation of the project?
The main challenge we faced was cultural. End users had to understand and own the importance of information processes as a “good practice” and not as part of an evaluation. The next hurdle that we had to face was the systematization of the information itself. We did not have a plan or a process focused on using information correctly. People involved in this process did not know what information to store and why. We did not have a way to analyze information and to gather only the relevant and interesting data. This fact generated lack of trust and fear about an information system. For example: the end user thought it was an evaluation tool that will measure his work efficiency, misunderstanding completely the goal of the project.
What were the main benefits at the end of the project?
Main achievement was to know the exact situation of more than 5,000 public schools in the country. After the Project, we were able to work with the information, make advance analysis on the data, follow up KPIs and be capable of having a closer look of what we could do in the years to come.

Deploying this Project allowed us breaking the historic blindness that we had in this Department and changed the vision on how to use and manage information for the Ministry of Education.
